On March 6, 2025, the APAC Focus team, comprising Bryan L. (Program Director), Leonard Luk (Co-Program Director), and Soo-hyun LEE (Advisor), was honored to present and attend a Forum named "The 1st KLRI International Forum on Basic Legal Studies" at Seoul Finance Center. This forum was themed as "Global Regulatory Dynamics: the Role of Soft Norms in Regulatory Capture and Diffusion". It was organized by the Korea Legislation Research Institute, which operates for the purpose of supporting the national legislative policies and promoting timely and accurate dissemination of legislative information as well as assisting general legislative activities by systematically collecting and managing legislative information and surveying or researching juristic and legislative issues with extensive expertise.



The forum was mainly about the current development, legal challenges and the enforcement of the CSDDD. Our team had the following remarks:


The implementation of the CS3D initiative, despite its good intentions, poses significant challenges due to the disparate growth rates among nations globally. Ironically, it may inadvertently lead to undesirable outcomes such as deglobalization or regionalization, exacerbating existing disparities among global nations and undermining efforts towards global sustainability. Consequently, concerns have been raised with EU scholars regarding the need for a cautious approach in designing CSDDD. It is crucial that the framework does not unintentionally promote deglobalization under the guise of ESG and sustainability, as this could have far-reaching negative consequences for global cooperation and environmental goals.
